Manually republish factory-os/config/andon-devices retained MQTT topic

Forces an immediate rebuild + republish of the multi-tenant andon devices config. Useful after bulk-provisioning machines or recovering from a broker reset. The cron runs every 5 minutes so this endpoint is rarely needed.
