Prometheus scrape endpoint

Exposes fleet metrics in the Prometheus text exposition format. Unauthenticated — deployment must restrict network access.

Aggregated fleet stats

Returns edge counts by status/region, offline count, frozen count, total buffer depth, per-protocol device counts, and cert-expiry buckets. Org-scoped for customer roles; full-fleet for xentr_* staff.
